Public Space Protection Order - 'anti social behaviour' law 2014

    Bilbobobby
    By Bilbobobby,

Public Space Protection Order - PSPO

owned by the local authority who can introduce a local order that is deemed necessary to deal with ASB that has a detrimental effect on the public/community.

You may be aware of 'alcohol free areas' that again are owned by the council and cover various locations across the county intended to prevent street drinking that could result in ASB - these orders are purely about alcohol unlike PSPO which are about the wider issue of ASB.

    So bear with me.

The alcohol free zones 'die' late 2017, hopefully the local authority will likely introduce PSPO prior to this, PSPO have a life span of 3 years and have to subject to regular review to see if still relevant or need extending/amending/revoking.

A PSPO can be used to deal with areas that should be alcohol free zones plus numerous other broader issues such as the following-

    Dog control - numerous aspects

    Vehicle nuisance

    Begging

    Busking

    Unlicensed street trading

    Charity collectors

    Cycling in pedestrian areas

    Urinating/deficating in public spaces

    Driving off road

Remote control vehicles such as drones

These are purely broad headings and many will not be relevant to the city or others in the county, there may be other matters which can be considered.

You are probably thing it's a bit big brother, but I can say that many of the issues that could be included are already included in UK law. The pupose of the PSPO is to be specific with regards to ASB issues that effect your own communities.

The whole purpose is to stop the behaviour and whilst some limited matters will likely end up with a fine, most will be dealt by saying stop and only result in a fine if the behaviour continues.

There are a number of PSPO in existence across England and Wales, for example many purely cover alcohol free zones, but some - especially in bigger cities cover issues such as vehicle nuisance (car cruising in Kensington High Street) chugger, busking, begging and even feeding pigeons!

The council if they consider introducing an order have to consult with the police, the office of the PCC and any other interested parties - I would hope the last aspect covers the public. Any matters covered by a PSPO have to be evidenced based - not purely nice to have through a big brother approach.

Enforcement would be down to the police, local authority or any other authorised person.

This is not a cash cow for any local authority, the way the law is written is about stopping the ASB that does have a detrimental impact on the quality of life of our communities - and that includes you, me and the businesses that support the economy of our county

Dark Underpasses In Hereford - Update

    Colin James
    By Colin James,

The Greyfriars and Eign Gate underpasses are both in desperate need of some TLC. I took these photographs this evening and as you can see, it is very dark here, half the lights are not working.

The lights that are 'out of order' are numbers 1 (entrance) 4, 5, 8 and 9 (on the exit).

    GF.jpg

Look how dark the Greyfriars underpass is from Greyfriars end

    GF2.jpg

This underpass is in need of some new bright LED lighting throughout and on both entrances including the pathway leading to the actual underpass. I think the council need to provide a safe environment for residents and this feels far from safe as it stands.

There is no CCTV coverage here either, this needs addressing sooner rather than later.

    The Pain of Eurovision!

    bobby47
    By bobby47,

After watching an hour of this cultural dross I sat there nibbling on a packet of Pork Scratchings thankful for one single thing.

That we, Great Britain, four nations of greatness and incredible important gifts to the world are separated from mainland Europe by the salty brine of the Channel.

Thank God for the Ice Age and thank God for the science of Geology. My only regret is the Channel can be navigated within ninety minutes on a ferry from Calais.

Good bloody grief, if I ever had to sit there listening to their music and witness their cultural way of life I'd take a small fruit fork and stab myself in each ear.

As I sat there listening to some bloody offering served up by a European backwater of a Country, that told a musical story of how high the milk yield was from the local community goat, my mind wondered to the thought of death not being such a terrible thing to happen to me.

As I viewed the voting process that saw some Austrian bearded man or woman dressed up in a lovely frock win this garbage of a competition, I chanted to the Gods to deliver me from the pain and serve me up a minor heart attack so that I could lay down in bed and be excused from having to listen to the winner sing the rotten winning song again and weeping before the watching world proclaiming, 'this is the best day of my life'.

The pain and anguish could have been lessened if only they'd chosen to warble their tuneless dross to me and the World in their own Mother tongue. At the least, I wouldn't have been able to understand why the goat was so loved in this small poverty stricken hamlet and why its milk was so appreciated by the villagers who choose to suck on this beasts teat to extract the milk.

No such bloody luck. They all gave it to me in English, thus ensuring I was fully cognisant of the corny lyrics they'd attached to the surge of noise they'd shoved down my ears. As for the lyrics, moreoften than not they all held one common theme. The local wench dances around the old tree, a passing minstrel who owns a gaggle of geese and a herd of goats passes by. They fall in love. Run away and up the bloody mountain they go, never to be seen again.

We've gotta get out of this European Union. If only to escape their music and the endless agony that's heaped upon us every single year they hold this unholy celebration of ' music you'll never buy and never wish to listen to again unless you are mad'.

Taxi's Refusing Short Trips on the Rank

    Paul Neades
    By Paul Neades,

Saturday night I had a taxi refuse a short trip for a girl who needed to go from Commercial Road to A&E as the trip was too short. This is not the first time we have seen short trips eg Commercail Road to Saxtys / MammaJammas refused by cabs on the rank as they are to short and people have had to go down the line looking for a cab to take them. Has anyone else seen this?

    Bags Of Help

    Colin James
    By Colin James,

Tesco has teamed up with Groundwork to launch its Bags of Help initiative across England and Wales. The scheme will see three community projects awarded grants of £12,000, £10,000 and £8,000 – all raised from the 5p bag charge. Herefordshire Housing’s Playground Project has been lucky enough to have been chosen as 1 of the 3 community projects to benefit, in Herefordshire.

    Bags-of-help.jpg

Bags of Help offers community groups and projects in each of Tesco’s 390 regions across the UK a share of revenue generated from the five pence charge levied on single use carrier bags. The public will now be able to vote in store from the 27th February until 6th March on who should receive the £12,000, £10,000 or £8,000 awards.

The Herefordshire Housing Playground Project will involve building a brand new play area alongside the newly renovated Newton Farm Skate Park, to create a new focal point for the whole community.

The renovated skate park already has social seating installed and Herefordshire Housing are looking at making it an area for the whole community to enjoy – the award from the Tesco Bags of Help Scheme will help to pay for a new playground to be installed, for all ages and abilities.

So please pop along to your local Tesco store and vote for Herefordshire Housing between the 27th February and the 6th March!
