    Yet another financial target im predicting will never be met by the council. With the reputation of HC and the history of it's management they are going to need a van and some chlorophyll to get anyone decent into the post. Even with the rates of pay on offer.

    Belmont Library

    Herefordshire Council's proposal for the Belmont Library in Financial Year 2017-18, commencing

    1 April 2017, is that the library reverts to opening hours of 22.5 per week, staffed by professional librarians and South Wye Community Association is not to receive any payment from them for renting  this facility.

     

    How SWCA is expected to meet the overheads of the Belmont Community Centre, when a large part of its facilities is occupied by a non-paying guest, consuming its resources, is literally the £10,000 question.

     

    SWCA is a registered charity, constituted to undertake "good works" in the South Wye Area, but whether its remit extends to baling out Herefordshire Council, and gifting them a free ride in part of the Belmont Centre, may be stretching the Association's constitutional, best intentions a league too far.

     

    So there is no misunderstanding, the trustees and volunteers of South Wye Community Association want to retain (and develop) the Belmont Library for the benefit of the wider local community. It currently has a footfall of 40,000 visitors per year, of all ages residing in the City, Belmont Rural Parish and most of the villages in the South of Herefordshire.

     

    However, I recognise the  unsubtle difference between symbiosis and parasitism, and there is no such thing as a free meal!.

     

    The proposal is unacceptable. I maintain that the Association should not be required to voluntarily bleed itself to death financially, by Herefordshire Council, in order to support the latter's own inadequacy, and to establish a Belmont Community Library.

     

    All is yet not lost.. SWCA, including the writer, will try hard to get alternative income to keep the library open, but the clock is ticking.

     

    This is my opinion and not that of the other SWCA trustees.

    An application has been submitted for an electricity generating plant in Stoney Street Madley.  On viewing the application it was generally felt that this was a small fry operation but the enormity of it is just hitting home to many me included.  To get a better picture of it I suggest anybody interested should read the objections and in particular the one from John and Anne Harrison.  HC have set a target determination date for this PA as Friday 28th October 2016.  It is thought the block housing the generator will be bigger than Madley Parish Church with 10 chimneys at a height of 13 metres - now that will be a blot of the landscape!!

    South Wye Transport Package

    Herefordshire Council is seeking views on a range of possible active travel improvements (including walking and cycling) in the South Wye area of Hereford.

    The South Wye Transport Package (SWTP) comprises the Southern Link Road (SLR) and a complementary package of active travel measures. Planning permission was recently granted for the Southern Link Road and the project delivery continues. The council is now committed to progressing the complementary active travel measures in the South Wye area and will run exhibitions on the following days, at the following venues to set out the proposals and obtain as much feedback as possible:
     
    Wednesday 14th September at Three Counties Hotel, Belmont Road, Hereford, HR2 7BP.
    Wednesday 21st September at Hereford Business Solutions Centre, Skylon Court, Coldnose Road, Hereford, HR2 6JL.
     Monday 26th September at The Kindle Centre (next to Asda Supermarket), Belmont Road, Hereford, HR2 7JE.
    All sessions will run between 10am and 8pm. Council and BBLP staff will be available to explain the proposals and answer questions. Following these exhibitions there will be an information display at Tesco Superstore, Abbotsmead Road, Belmont, from the 29 September until 12 October. The information will then be displayed at Hereford Leisure Pool, St Martins Avenue, Hereford, from the 19 October until the consultation closes on Tuesday 25 October 2016.
     
    Councillor Philip Price, cabinet member infrastructure said:
     
    “The proposals for the South Wye area complement the construction of the Southern Link Road which is also the first phase of the Hereford Bypass.
     
    We are committed to improving cycling and walking infrastructure in the area, making it easier for children to walk to their local school, reduce traffic, improve air quality and health for everyone.
     
    The proposal will also improve access to the Hereford Enterprise Zone, making life easier for those who choose to walk or cycle to work at the zone.
     
    The problems in the South Wye area have mainly been caused by the level of congestion along the A465 and the A49. This has resulted in poor levels of air quality and noise and has resulted in large numbers of short distance trips being made by car. The proposed improvements will help to counter this.”
     
    The consultation will be available for completion on line from 14 September until the 25 October HERE

    Now I know this is a frequent topic of conversation but actually I want to thank Civil Enforcement for applying common sense.

     

    Yesterday I parked up at St.Martin's and dutifully placed my ticket in the window of my trusty transport. Grabbing my gym gear from the boot I headed for Halo ready to thrash out my frustrations on the concept two rowing machine.

    On my return to the car I saw that cursed yellow plastic docket and immediately thought why.Looking at the ticket it had clearly turned itself over when I closed the boot. I nearly always check this because the other trick is for it to blow off the dashboard but on this day I did not.

     

    Anywayz I immediately appealed and to be fair these guys have accepted my explanation and cancelled the notice...all within 24 hours.

     

    Now I know our Council gets a lot of grief on this site however this is one member who appreciates their common sense and compassion on this occasion.

     

    I shall probably check the ticket three times now...not good for my OCD.

    Today mini me noticed that the big swing was missing, after being vandalised months ago by teenagers.

    I did some digging and found out that it has probably been removed for safety purposes after Keepmoat complained to HH about it months ago!! Who has removed it has not become apparent yet, and it was news to Keepmoat themselves.

    Subsequent information divulged to me was that HH do not want to take ownership of this park! They (HH) rarely litter pick or empty the bins, and it is left to keepmoat to do so, along with Sir Jim.

    So my question is..... Why do HH not want to take ownership of the park after keepmoat has rebuffed it and completed it to Stringent HH standards and subsequently maintained it for those that are living on the development out of good nature. Also HH have neglected their own grounds and shrubbery since it was put in!

    Now that it is also encroaching on my property, I have no qualms obtaining a landscaping technician to blitz it and send an invoice to HH for services rendered. I am well within my rights to do so. The shrubbery has now be strangled, overgrown and overwhelmed by weeds. The areas in question have already been completed and handed over to HH.

    Anyone in council authority who would like to enlighten me?

    And yet another Syrian suicide attacker in Germany

    Who lets all these Syrian's into Germany I wonder? 

     

    Three people have been seriously injured after a man carrying a backpack "deliberately" detonated a device in a city centre.

     

    A suspected suicide bomber has killed himself and injured 12 others, three seriously, in an explosion outside a wine bar in the German city of Ansbach.

     
    Detectives have said the attacker was a 27-year-old Syrian man who had been denied asylum in Germany.

    Security officials say he detonated an explosive device after being turned away from a music festival being attended by thousands of people because he didn't have a ticket. 
     
    Joachim Herrmann, Bavaria's interior minister, said the contents of his backpack had the potential to kill and injure many more victims as they included both explosives and metal parts. 
     
    "Due to the situation in Syria, he was not deported. In spite of the rejected application, he was given exceptional leave to remain," Mr Herrmann said.   
     
    The suspect was known to the authorities and had repeatedly received psychiatric treatment, including for attempted suicide.  
     

    Salt Bins

    In the minutes of Belmont Rural Parish Council for 8 September 2016 item137/16, Belmont Community Centre are to get salt bin, very diserving as it can be dangerous to elderly going to library or to Tesco.

     

    I have also noted that at the bottom of 137/16, the Parish Council are going to consider other places.  I recon if you want a salt bin now the chance to make a request, and if you are in a hilly area of Belmont in get first. 

     

    Remember they have over £114k
