    Samuel Frankland entered a guilty plea when he appeared in court in Worcester. He hit and damaged the Tattoo Parlour while behind the wheel of a Volkswagen Polo in Hereford's St Owen Street on December but failed to stop. He was fined just £450 and received eight penalty points. He must also pay costs of £110 and a £45 victim surcharge. How does £45 ever cover the damage that he caused!
