  1. I have come to the conclusion that it obviously doesn't matter what Amey or I say in explaination to the posts WE ARE WRONG! I have received further information in regards to the restrictions, but in the circumstances I do not feel it is worth advising you all, as you do not believe what is said! as far as I am concerned this discussion is going nowhere end of!!!

H Wilson, I live on Planet earth I assume you do the same! in 2008 when Mr James ask for a yellow box at the junction of Abbotsmead road the A465 was owned by the Highway Agency so it was there decision to either put a yellow box in or not, they obviously felt rightly or wrongly it was not necessary. in 2009 the road was de-trunked and came under the direction of Herefordshire Council and eventually Amey as the council contractor, but the roads are still governed by dept of transport and is strictly regulated by the 'Traffic Signs Regulations and General Directions 2002' therefore Amey are following their instructions!

Colin, I advised you when you rang me that the yellow box at walnut Tree Ave was put in some 15yrs ago at the same time as the speed bumps which residents felt that there were to many in a short distance away from each other. Two weeks ago Walnut Tree Ave was closed for resurfacing the road, Amey were obliged to re-paint the box in because it was covered with the resurfacing, so in actual fact there is no new box.

The answer to your question is, I have been told I have a prejudial interest and both sides have said this so I cannot speak for or against this application, and have also been told I cannot be part of the committee together with the Vice Chair as he was a member on Herefordshire Housing Board, and I am a tenant of theirs.
  5. I can assure you I do voice my disquiet in a very strong manner when required, which I have done here. I am no push over as contractor and officers have found out, but as a councillor I am bound by a 'code of conduct' the same applies to contractors / officers and their conduct to me. It is your perogative to voice your concerns here baring in mind that you are responsible for any post you write, but calling Amey incompedent will not get you far! if you read back to Mr james post where he states he had spoken at length with Justine Heath, he also stated he was not aware of some restrictions ie the size of the 'keep clear' signs that is the standard size and therefore have been put in. I have again sent correspondence to Amey stating I agree with the suggestion of arrows pointing everyone in the right direction and ask if they can be implemented. I might add I was met whilst 'walking around' at the weekend by residents from Belmont who actually thank me for having the signs put in, as they have found it easier to get onto the roundabout now! In regard to traffic lights after a full discussion it was felt that they would make matters worse, and I agree, we have enough problems with the one's at Asda causing tail backs on A465 without having the same happen at Tesco Belmont.
  6. The standard format for these signs are the latter ones that are put in at the requests of the ward councillors in this case Cllr Edwards as he has advised me about his request. The green signs are the original ones that was put in by the developers, over time they have needed replacing and the white one are now supplied by Amey. I would suggest parishoners could attend the next Parish council meeting and ask for any new signs (green border)to be considered and paid for if possible by the parish council out of your precept money.

  8. Bill, totally agree, we would all be better off if they were removed!
  9. It tells you they should never have been put there! In 2003 just after I became a councillor and a member of the Central Planning Committee when the ASDA and traffic lights application came before us, I advised they would never work unless they were in sequence, some councillors said 'I was new, so my coments should be ignored' eight years on what have we got CONGESTION most of the time, and we have all lived to regret it!

As I said the offer was from Amey in their email to me to contact Joanne Davies if clarification was needed, I have spoken to her this morning again asking for further signs to be installed if possible, also asking them to write on BV in answer to your questions. as you all are continuing with the discussion I am a true believer in asking the person responsible ( I am not trying to evade my responsibilities) that way you get the answer 'straight from the horses mouth' so to speak!
  11. Alex. I did not appreciate your remark, yes I was elected to represent the people of the Belmont Ward, and have done so continuously for the past 8 years. I have and I am still continuing to deal with the complaints lodged here! In regard to your comment 'are you only interested in the glory' with respect if you knew me better you would know I am here 100% for the people of my ward, and I can assure you there is no glory in being a councillor! I became a councillor to improve the area that I represent, NOT for any accolade!
  12. May I suggest that you contact Joanne Davies at Amey and put your questions direct to her. In regard to the diagrams sent to councillors: 1. Yes I received the diagrams, I advised they were not very clear. 2. I did object, and ask as I have said for the size to be increased 3. you saw the answer I received that I posted here yesterday.

This is the response I received this afternoon from Amey: Good Afternoon Cllr Powell, I have spoken to Amey's Consulting Department and they have confirmed that the KEEP CLEAR markings which have been installed to the roundabout by Belmont Tesco's) are adequate and we are happy for them to remain as they are. drawings were provided to various Ward councillors prior to the works commencing and no objections were put forward at that time. According to the TSRGD(Traffic Signals egulate general Direction) hand book, the width of the KEEP CLEAR markings has been extended to the maximum 2550mm.   14. I have spoken with Amey today to ask if the signs can be extended further into the road I am waiting for them to come back to me. Amey has seen what you all have written, whilst I understand your frustration as local councillor I hope you realise I cannot coment on your disparaging remarks towards Amey.

Having seen the photographs Colin James took today when he contacted me this afternoon, I have sent my comments to Amey, advising them what I actually said when we had site meeting in November which was: the keep clear signs needed to be put across the whole road from Abbotsmead Rd / Northolme Rd / Southolme Rd to reach the edge of the island on the other side. I have now ask for this to be put right by the end of this coming week

Yes i am not taking anything away from Colin James he did request yellow boxes 3 years ago, but his request was not taken up until he approached me 2 years ago, and it has taken me all this time to get Amey to agree with my compromise of 'keep clear signs'. I have Amey assurance that these signs will be put in on 20th weather permitting, but they must be put in before the end of this financial year end March. Amey has learnt in the past not to ignore my requests to their cost!

After two years of asking for yellow boxes at Belmont Tesco, following on from Colin's original suggestion I met on site with Amey last November, I was advised we could not have yellow boxes without traffic signals, I ask for an alternative and we compromised on 'keep clear signs' at the entrance to Northolme Rd, Abbotsmead Rd and Southolme Rd. I am please to advise that these will be put in on 20th March weather permitting.
  18. I advised that I would send a report on the meeting held this morning regarding the GWW Big Clean Up Day. In attendance Cllr Powell,Cllr Edwards, Colette Cutter HHL, Tom Hll Amey,Bethon Fortey, Craig Sandeman ( commutity Enforcement Team officers) Sam Knox (police) I am sending a quick update From Bethon Fortey: Colette Cutter HHL to accertain whether they can remove back fencing to HHL property in Charles Witts Ave to provide access route for items to be removed Colette Cutter t6o also accertain whether HHL can provide the labour in the form of two operatives and a three and half tonne truck. Amey ( via Herefordshire Council) to provide two operatives and a three half tonne truck. Amey to assess the area initially to ascertain whether there is asbestos present. The idea of a litter pick along the GWW was mentioned by Cllr Powell to pair with the clear up, (residents welcome to help)but we will need a date in the first instance before this can be planned. Ideally, we want to carry out this clean up as soon as possible in April / early May (2nd week) I will let you know when I know more!   19. Just after I became a councillor eight years ago Albert Heinz offered to pay for a tram line to be put onto the GWW Herefordshire council rejected his offer, a very big mistake in my opinion and I said so at the time.
  20. The Great Western Way now comes under the responsibility of AMEY, the new Community Protection Team and Enforcement Officers. As some of the litter and fly tipping is in the curtilage of Herefordshire Housing land they are equally responsible for clearing it away, hense why they have been invited to the meeting and they will be responsible for some of the cost towards the big clean up.

In response to the many calls I have received from Colin James about the litter on the Great Western Way and the fly tipping to the rear of Charles Witts Ave in Hunderton, Colin has suggested a 'Big Clean Up Day' A meeting has been arranged with all Belmont ward councillors, Bethon Fortey Enforcement officer, Community Protection Team officers and estates Managers of Herefordshire Housing Ltd, this meeting will take place on Thursday 17th March to discuss clean up costs of these areas to enable this big cleanup to commence. I will keep you advised of the outcome of the meeting.
  22. The three large containers belong to Thomas Vale they are replacing the fire doors in three storey block and the doors are inside the containers. They have hired the land off herefordshire council.

The Vortex site still belongs to Herefordshire council, I spoke to Colin Birks Property Operations Manager this afternoon he advised the site WILL NOT be sold to anyone for the building of houses. He said the council was considering giving the site to the community, like they have done recently in Ross-on-Wye. Anyone who can bring a business plan to the table for a community centre they would consider, I advised I still had the initial business plan for a multi use centre, he said when I was back at council he would set up a meeting with me.
  24. i have requested some for Newton Farm and Hunderton, so far none have been placed anywhere in Belmont Ward. I have been advised this morning by Amey that at the moment grit stocks are running low, there is enough grit for another twelve days for whole of Herefordshire as it stands, but they are expecting another delivery before Christmas and again end of January 2011.
