SCOOT and the 9 seconds lights

The lights at Commercial Sq seem to have gone a bit odd today - I've been through that junction several times today westbound, and vehicles were still pouring in from Commercial St when they were on green for me (I know this junction is notorious for red light jumpers and yellow box huggers, but this was ridiculous).

Financial figures from September 2013 contracts register.

Telent Traffic signal Maintenance
from 01/01/2010 to 31/03/2011 £32,000   Estimated whole contract value

SCOOT traffic management system
from 01/01/2010 to 31/03/2012 £22,000   Estimated whole contract value

Both contracts appear to have expired over a year ago, maybe that's why the lights aren't working!

It's not worked for 10 years

If we've been paying £50k a year for something that hasn't worked for 10 years, then its excessively high!

I have sent an e-mail to ask that very question.I was at the lights again yesterday and they are still 9 seconds on green. With the SCOOT system every time on green should be different according to traffic levels. They are even on red when there are no vehicles going around it from the South.

I recall you saying the SCOOT system was going to be updated as part of the pinch point works - I take it this hasn't been done then?

Yes.They even said after works were complete that there was a fault with the BT line connected to the SCOOT system and it would be sorted.

Guess they did not sort it out and have gone back to having the lights on a single timed sequence.

I assume you mean it's NOT one of the following? It's not me anyway.

No no, it IS someone in that list. There are some that we know it's unlikely to be and some who it is more likely to be.

I have no problem with down votes, but some people abuse the system and down vote things like "Traffic was bad today" -1.... "It's raining again" -1

When Ragwert says that the lights are running at 9 seconds because he counted - how can you downvote that? Or when I say I went the scenic route. It's the kind of thing that was going on on the HT website to try and discredit posters.

I have had a reply.

I am writing on behalf of Amey who are employed by the Highways Agency to maintain the Motorways and Trunk Roads in the West Midlands until 30th June 2014

In response to your enquiry to the Highways Agency Information Line

Thank you for your comments/concerns relating to the traffic lights on the Newmarket St roundabout in Hereford.

A specialist is going to scene on 3rd March to see what he can do also. The main contributing effect is coming from the works in Newmarket until these works are completed things can settle down.

For further information relating to the Highways Agency please visit their website by clicking on the link below

I went southbound over the New Bridge today so as to get to Asda. The traffic was backed up in the outside lane of the bridge as far as Bridge Street. ie the whole length of the bridge. This was about 14.45 hrs. Having crawled along for the best part of ten minutes I found the answer. The filter lane that goes to Asda, through the middle of the roundabout, only had a green phase that let about 5 cars through until the next lengthy wait on red. Having done my shopping I was then trapped for 10 minutes getting out of the car park as the light controlling the shop exit onto the roundabout only let about 5 cars out (per lane) before going back to a long wait on red. These lights did not seem very 'intelligent' to me!  :Thumbs-Down:  :tongue_32:
