Planning Permission refused - only one Councillor voted against refusal
Well done to all who got involved (including the Planning Officer)
The decision did soften the blow of having to wait almost all day for the debate

Upper floors yes but this application is for change of use from retail to residential to include the ground floor
No it is not. Retail will remain on the ground floor

I think it is a good idea to use the otherwise vacant upper floors for flats in the city centre. In this case a retail unit will be kept albeit with a reduced space. Perhaps useful for a start up business? Already in Eign Gate there are a number of upper floors which are flats

Perhaps I am being a bit reactionary (then I am getting old)
To me one way of solving the problems with speeding, using the phone, drink driving etc. is the penalties
How about if you are found guilty of an offence then your car is crushed?

"NEW homes and an apartment block are to be built near to Herefordshire Council's former Brockington headquarters.
The council's planning committee approved the scheme – which includes two four-bedroom and two three-bedroom detached houses as well as a three-storey apartment block – on land east of Brockington House and the former council chambers.
The committee heard there were a number of individual and group Tree Preservation Orders affecting the site, which is also within the Hafod Road Conservation Area.
Councillor Terry James highlighted a particular tree planted some time ago in memory of a young council officer who tragically died.
He was given assurances that all possible would be done to locate the tree and either retain or replant it.
Cllr Anthony Powers added: "I was surprised to see this was still council-owned land, which is why it's come to committee. I understood it had been sold and the capital receipt was in but obviously not."
The scheme was unanimously approved."
The above taken from the Hereford Times 7.11 16 which is no surprise and as long as it is sympathetically done will be a good job done.
However what does surprise me is Anthony Power's comment that it was at the time of the meeting still council owned property. Is it normal practice for planning to be applied for prior to paying for the property?
A classic case of pass it or you don't get your money
You do not have to own a property to submit a planning application. It is quite normal for people to agree to buy land etc. subject to getting planning permission. So if what they want to build is refused they don't buy the site.

Good news this PA is now not going before the planning committee as it's been refused by the planning officer by delegation after he spoke with the ward councillor who was happy enough for him to do so!

The bus lane in Belmont Road does not involve the loss of any front gardens.

With the old "Sportsman" pub demolished, I have often wondered why the redundant A49 bridge over the railway has not been removed (see it in map above), as it would be an opportunity to widen the A49 a bit there (which would help cyclists a lot) and improve general visibility.
The bridge has been kept I believe because the rail line provides access to Bulmers, the power station and possibly Cargill.

Access to and from Grandstand Road,also access from onto Newtown Road.
​Lads Club never had any issues,it also has a drinks licence.
And why would someone want to build a pub right next to the lads club?
The access to the pub site is only legally onto Newtown road and it is dangerous. The access to the front of the Lads Club is private - owned by the Council - the former pub had a licence to use it

So long as my information is correct the only Councillor who voted agianst refusal was Councillor Shaw who represents Bromyard Bringsty Ward.
Odd you may think? However he is also a Cabinet Support Member for corporate strategy and finance - which may explain it
But if I have his voting wrong then I apologise
