  1. I think AV has a point but only on the issue of litter. Fly tipping is completely different I am entirely sure that people don't need educating on dumping a settee in a ditch, not sure any court in the land would believe the person responsible, didn't know it was wrong?

     

    As far as litter goes people are driven by a sense of pride, if they have no pride in their surroundings they will abuse it. It's much harder to throw an empty can on freshly mowed lawn edged by flowers.

    The Council will send you around in circles! Trust me when I say front line staff are just as frustrated as you.

     

    What absolutely no one considers is the fact that all this going around in circles is costing money! The Council talk about Lean processes and I've heard Councillors spout crap about how efficient Lean systems are. No you idiots it's another fad!

     

    The ultimate question being. Who is the Captain on this ship? Because it's sinking fast!

     

    The left hand has no idea what the right hand is doing. If someone doesn't take charge and start holding Senior Managers to account the ship will sink and when it does I hope to god those heads will role! The only thing that will save Hereford is the Government stepping in and taking over before it is too late!

  4. Ubique there is now only one person responsible for all the calls going into the Council for EHTS and that person also deals with all the emails. Previously the calls were taken by customer services but the calls were transferred back to the department under the guise that it was more efficient!

     

    Bang goes your audit process, the EHTS department are not going to put their hands up and say we are inefficient. When the calls were handled by Customer Services they could highlight underperformance in particular departments.

     

    Another really good decision by Cabinet! Balfour Beatty will fair no better but the only way anyone will know is when it goes in the public domain.

  5. It was in the interest of the Council to prove it was 'not' disability discrimination because the ramifications are huge! Bill Norman and the like will abandon any sense of human decency to protect their own positions and livelihood. They justify it by convincing themselves they are right in what they are saying, I wonder if he ever had a sleepless night? It is action like this that has a profound effect on the people targeted. I have heard of instances were people have attempted suicide because of similar treatment when reporting the wrongs perpetrated by our Public Sectors. Martin Moreton as you say, has had his life turned upside down and the stress he has suffered must be unsurmountable. I would hope that people like Bill Norman question the morality of their actions daily and think very carefully before they subject anyone else to similar treatment. Somehow I seriously doubt it!

  6. The legal test as I understand it would be. Were these people treated less favourable because of their disability than a person not suffering from a disability? If only disabled people's bank accounts were plundered then there is a clear link between their disability and the plundering of their accounts. A person without a disability and capable of managing their own financial affairs was not targeted because they would have noticed irregularities in the money taken from their accounts. Therefore the discrimination aspect is clear 'they were subject to discrimination because of their disability'.

    I'm all for taking the mickey out of the  Council's self celebratory inner circle, but would suggest that dubbing the post holders in question  Big Al and Little Norm  runs the risk of turning them into genial comedy figures, which they manifestly aren't.

    Any serious concerns that employees have about any aspect of service provision or the conduct of Officers or Members of the Council or others acting on behalf of the Council can be reported under this Policy.

    This may be about something that:

    a makes Officers feel uncomfortable in terms of known standards, their experience or the standards they believe the Council subscribe to; or

    b is against the Council’s Constitution and policies; or

    c falls below established standards of practice; or

    d amounts to improper conduct

     

    If the Council ignore or refuse to investigate a complaint under the WB policy are they in breach of the Constitution?
